Remember back before you had tivo and you had to watch all those OnStar commercials during football games. Turns out that the original roll out of the service was done on the analog spectrum (not surprising if you look at the time frames we are talking about).
They are taking a small beating in the press:

OnStar going silent on millions of vehicles
A decision by the Federal Communications Commission that allows all cell phone companies to turn off their analog networks beginning in February of 2008 means that nearly two million people, or half of OnStars entire subscription base, will soon find the other end silent when they press that blue button on their vehicles dash.

It will be interesting to see if anything actually develops. I can't imagine that the numbers are really half their actual subscribers, but I have no real idea. I don't think I've ever in been in a car with OnStar.
